Typically whenever software doesn't startup on "any" Windows platform is due to a firewall or anti-virus software, https://support.numericalinnovations.com/support/discussions/topics/14000018172

You can either mark the FAB3000 executable as safe/ignore (in the appropriate antivirus/firewall settings), or you can install the 32-bit version of FAB3000 V8.7 (which antivirus/firewall don't seem to block).

 Thanks again.

Best regards,

Simon
