Is it possible to get FAB 3000 to output a PDF file with each layer on a separate page?

Yes, you can output a PDF with a separate page for each layer. FAB 3000 has a very advanced PDF exporter, and can generate both Raster and Vector PDF files. Please perform the following:
Method #1 (Raster PDF) 1. Load gerbers that you want to include in your PDF. 2. Go to menu: File | Print to PDF... 3. Go to section "Map Layers" 4. Select option "Separate page for each Layer" 5. Press button Next, and proceed with PDF Plotting
Method #2 (Vector PDF)
1. Load gerbers that you want to include in your PDF. 2. Go to menu: File | Export | Postscript PDF... 3. Verify Format Type is "PDF" 4. Press button Next, and proceed with PDF Layer selection.
Note: A separate PDF file will be created for each layer.
