I would like to have a variable X,Y spacing between my Jobs in a Panel, and not just one global spacing. Is this possible?

Yes, using the Panel Wizard you can uncheck the option "Keep Uniform Job Spacing" and assign a separate X and Y values for spacing.  See below:
