Hello Simon,
Attached a DXF I made for the occasion. As you will see, the hierarchy is a little bit messed up, but this is what we get from our customers they like to challenge us!

Thanks for sending that DXF. It was definitely challenging. A big advantage of ACE (compared to any other converter) is that it allows post-conversion editing, so you can make final changes & improvements before actually exporting you data. I have created three tutorials to show how to convert that file.
Note: At the end of this tutorial I show how to easily perform DWG to GDSII conversions in a few seconds - when the DXF/DWG is designed better. Another advantage of ACE is that it can import DWG files which are more reliable than DXF, and allows you to use customer DWG files directly.
