How can I draw the active layer on top (i.e last drawn)?

Go to Layers Table (menu: Setup | Layers Table...) and check the option:  Draw Active Layer Last

Note: For best viewing results please make sure to disable Translucent Viewing (i.e See through layers).  Uncheck menu:  View | Translucent
