Sometimes we get gerber files from customers for pcb manufacturing. I know I can check them with this software. Export to other formats like DXF.
I believe I can design a new board and create the gerber data from fab3000, right? Also edit and make modifications to gerber files.

Yes you may perform all of those tasks with FAB 3000. Depending on the complexity, you can also design a new board and output Gerber files. In fact, Gerber is the native output for FAB 3000 so anything you see drawn on the screen in FAB 3000 can be exported to Gerber. FAB 3000 will allow you to "edit and make modifications" to gerber files.
