            Can FAB 3000 merge pcb's that were designed with different software tools? One is Orcad and the other is Eagle.

            Yes. FAB 3000 will let you merge completely different PCB's onto a single panel.  It won't matter if one was designed with Orcad, and the other is Eagle.
