I try to add components (build components) in gerber layers without netlist file. I can’t build these component (red rectangle) because next component has to large package.

By default when creating components from Gerber files, FAB 3000 will use the bounding box area of the selected pads.  There are several suggestion which you may use:

1. To allow FAB 3000 to Build components even during an overlap, uncheck the box "Check Overlap" (in the Build Components Dialog).    https://numericalsoftware-update.s3.amazonaws.com/2015-10-12_5-54-27.pdf
   
2. For best results, we'd recommend that you use the command "Insert Component" (menu:  Assembly / Insert Component...) and manually place a component in that location.
