Yes, ACE can export Bitmap and TIFF with different X/Y Drop Spacing.

Here's a quick tutorial showing how to convert a Gerber to a BITMAP with 800 Drop Spacing (X-Direction) and 1600 Drop Spacing (Y Direction):
