How do you orient your panelizations? Against a corner or fiducial? Can I explicitly establish a fiducial for every layer?

Attached are the gerber files for the 4 boards that I would like to combine on 1 panel. I’ve also included a drawing of the panel layout.

The first thing I did was load gerbers that have known shorts. I loaded the IPC netlist and do not get any errors. Also the IPC layer is blank. Am I doing something wrong ?
