CAM Engineering and DFM Questions (1110)

After importing some gerbers I notice some white phantom graphics in the background. I have found that changing the name of layer, Board_Outline, to BO the phantom graphics goes away. What is going on?

I wanted to convert gerber files to ODB++. It seems since the netlist information is not present in the gerber, it is also not existing in ODB++ as well.
